Committee on Climate Change Third Progress Report published

 

Third Progress Report published on Government’s performance on cutting emissions and meeting carbon budgets.

The Committee on Climate Change’s (CCC) Third Progress report found that emissions increased by 3% in 2010, which was deemed a direct result of colder winter months. The committee has recommended that a significant acceleration in emissions reduction is required to meet the first four carbon budgets, as the observed increase is incompatible with the 3% annual average emission reduction required, even when weather impacts are adjusted for. It was reported that emissions for 2010 were within the first carbon budget however this was largely due to the effects of the recession.  One key recommendation made by the report is that the Green Deal should set an ambitious target to “insulate all lofts and cavity walls by 2015, and 2 million solid walls by 2020”. The report highlighted good performance in the replacement of inefficient boilers through the scrapage scheme and also the reduction in emissions from new vehicles. However, the report highlighted how the time line for carbon capture and storage had fallen behind and that at present the use of renewable heat in home and offices remains low. At just 2% compared to the 12% required by 2020. Chair of the Committee on Climate Change, Lord Adair Turner said, “The step change that we have previously highlighted has not yet been achieved. Although we can meet the first carbon budget, this is mainly due to the recession. It is crucial that Government sets out detailed policies to support power sector decarbonisation and energy efficiency in homes and businesses. The successful implementation of these policies will determine our ability to meet carbon budgets”.
