New adult literacy inquiry
Lord Boswell of Aynho, former MP and Vice-Chair of the Associate Parliamentary Skills Group, will chair the upcoming NIACE inquiry into adult literacy.
The Review takes place ten years after the Moser report found that 23% of adults did not have the reading level of an 11 year old. Commenting in FE Focus, Boswell states that the Inquiry will look at a range of issues including; international comparisons, transitional points in the education system, the NEET agenda and ethnic minorities.
Boswell notes the significant investment into adult learning of the Skills for Life initiative of the former Government, but states that there is still more to do if the Government is to meet its ambition of a 95% functional literacy rate by 2020.
Boswell argues not only for the economic imperative of improving adult literacy but for the importance of post compulsory education in its own sake.
He said: "It's a moral issues as well: we can't go around with people who can't read or write, it's a significant impairment of our national life. People with low attainment are less empowered. I want a more empowered society".
