Community objections are a persistent barrier to the development of new strategic infrastructure, especially for the waste management sector.  This  report by the APSRG highlights distinct and innovative incentive structures that could be utilised at the strategic planning level to give local communities a genuine stake in the development of infrastructure and realise tangible benefits as a product of this process, turning planning into a ‘win-win proposition’. The structures proposed fall in to five key categories, including community ownership, utility discounts, community funds, district heating and design. Recommendations are made to government as to how such incentives might be developed.

The report is signed by:

Lord Taylor of Holbeach CBE, Shadow Minister for Environment, Food and Rural Affairs
Dr Alan Whitehead MP, Member of the Energy and Climate Change Select Committee
Dan Rogerson MP, Liberal Democrat Shadow Minister for Communities and Local Government

The report was launched in the House of Commons in February 2010 by Dan Norris MP, Parliamentary Under-Secretary of State for Environment, Food and Rural Affairs.
