Financing New Waste Infrastructure

The APSRG has recently conducted an inquiry into the financing of waste infrastructure, Rubbish to Resource: Financing New Waste Infrastructure, examining the challenges and barriers to financing new waste infrastructure, and how best to overcome the risk associated with lending, specifically in the waste market, outlining how the bankability of waste projects can be improved.
The report estimates that £8 billion of investment is required by 2020 in waste management infrastructure if the UK is to manage its waste sustainably and effectively, meeting and exceeding EU and domestic landfill targets. By 2020, £15 billion must be invested in the sector overall. The project identified policy measures that could be implemented, as well as possible fiscal, regulatory and legislative incentives that could be used to secure investment in waste infrastructure.
The report was launched in September 2011 by Jamie Reed MP, Shadow Minister for Environment, Food and Rural Affairs and by Dr Alan Whitehead MP, Co-Chair, APSRG.

Waste Management Infrastructure: Incentivising Community Buy-In

Community objections are a persistent barrier to the development of new strategic infrastructure, especially for the waste management sector.This report by the APSRG highlights distinct and innovative incentive structures that could be utilised at the strategic planning level to give local communities a genuine stake in the development of infrastructure and realise tangible benefits as a product of this process, turning planning into a ‘win-win proposition’. The structures proposed fall in to five key categories, including community ownership, utility discounts, community funds, district heating and design. Recommendations are made to government as to how such incentives might be developed.
