The 2009 National Audit Office report, Managing the waste PFI programme, expected PFI contracts to cover 80% of the waste processed by new infrastructure by 2013. It also stated that achieving EU landfill diversion targets for 2020 will be dependent on other forms of non-PFI procurement. However, both PFI and non-PFI models have been severely affected by the current economic downturn, with securing finance for new infrastructure projects increasingly difficult and complex.

Concluding the APSRG series on developing new waste infrastructure for 2020, this seminar assessed the present landscape for public and private financing and how it will likely develop in the short to medium term, highlighting successful strategies for securing financial investment. A  strong debate took place regarding the motivations of the investment community regarding capital investment. The event marked the sucessful conclusion of the series.
