Budget Report 2010 published

Several announcements relevant to waste and resource management

Chancellor of the Exchequer the Rt Hon Alistair Darling MP has published the Budget Report 2010. Of direct relevance to waste and resource management, the Government has placed a floor under the landfill escalator and extended it; the tax will rise to £80 per tonne in 2014-15.

In addition, there are several other developments to highlight: The list of waste streams that qualify for the lower rate of landfill tax will remain broadly the same, while the aggregates levy will increase slightly to accommodate inflation, from £2 to £2.10 per tonne, on April 1 2011. The landfill communities fund will increase in line with inflation for 2010/11.

The Budget Report notes that biomass will play an important role as a potential renewable energy source, and commits thje Government to ‘grandfather’ a minimum level of support for biomass installations under the Renewables Obligation.

More broadly, a Green Investment Bank was announced, which will invest £2 billion in a low carbon infrastructure, of which waste management facilities will qualify. A consultation will be issued by summer 2010 and the Bank could be operational by autumn 2011.
